Most Teams actions can be authorized by any user during the sign-in flow. However, reading messages in a channel requires consent from a Microsoft 365 Global Administrator, because Microsoft classifies channel message access as an admin-only permission.

If you’re not an admin, the first time this capability is used your organization’s admin may need to approve access before it works. The rest of the integration (sending channel messages, chats, listing teams and users) is available without admin approval.
